SEAN process phase 5: Monitoring and follow-up

SUMMARY OF PROCESS PHASE 5   

   

Objectives:

  • To support follow-up activities including environmental monitoring, establishing platforms for communication and institutionalising the SEAN process.

 

Main questions

  • Can the SEAN team apply step 10 to support follow-up activities, set-up an environmental monitoring system and stimulate implementation of the strategic plan?

  • Is there experience with environmental monitoring, as part of a continuous adaptive management approach?

  • What is the status of the strategic plan? Do authorities at decentralised level have the funds, external support and mandate to implement the strategic plan? Has a plan been made for external support?

  • Is there need for capacity building of local structures?

  • Has attention been given to handing over results and experiences?

  • What communication and lobby work can be useful to generate funds and commitment required to implement the strategic plan?

  • How to inform all levels of society about the strategic planning process?

  • Has special attention been given to inform higher-level policy makers and influential donors, on the results of the planning process?

  • Can the SEAN experiences be expanded to other regions?

 

Core activities:

  1. Broad publicity, meetings and workshops to inform stakeholders and actors at various levels on the outcomes of the SEAN process and anticipated follow-up.

  2. Meetings with policy makers to legalise the resulting strategic plan.

  3. Design of environmental monitoring system with indicators.

  4. Agreement on responsibilities within existing institutions for follow-up, environmental monitoring and co-ordination activities.

  5. Information to / lobby with funding agencies to finance the strategic plan.

  6. Networking with relevant parties involved to promote sharing of experiences and information.  

  7. Building up capacities among local organisations to execute SEAN and environmental monitoring.

  8. Training of staff on SEAN and expansion of experiences to other regions

 

Timing and persons involved:

 

  • Unlimited time frame, in principle the process should be continuous.

  • The owner of the SEAN process should delegate tasks to local organisations in collaboration with the co-ordinating organisation and the moderator. See for details process card 5.1

 

Outputs:

  • Broad knowledge of the policy / strategic plan, and commitment to implement it.

  • Guaranteed support to implement and fund the strategic plan.

  • Design of monitoring system with environmental indicators.

  • Communication of SEAN experiences and support to other applications.

  • Adjustment of existing policies and plans based on results and monitoring.
