Critical success factorsThe analysis of a number of experiences in using SEAN has generated a wealth of insights. Most important has been the insight on factors that are critical for a successful SEAN application. The following is a long-list of success factors, classified for the three phases of the SEAN process. Most of these can be influenced during the SEAN process, but some cannot and thus constitute conditions to be met. Factors that cannot be directly influenced (conditions) 2. An enabling legal / institutional / political setting, at the level of application 3. Participation accepted as a principle by different political parties and interest groups 5. Willingness among key stakeholders and actors to participate. 6. Integration of SEAN in existing planning processes 7. Expected results clearly defined. 8. Presence of technical support, some financial resources and time. 9. Presence of a skilled facilitator. 10. A minimum of environmental awareness and sense of urgency to address environmental issues.
Phase 2 : Implementation.
